Curt Weldon, Head Start

After
much deliberation, Congressman Weldon voted for the passage of HR
2123 – School Readiness Act of 2005. This bill reauthorizes the
Head Start Act to improve the school readiness of disadvantaged
children inn our communities. Among many provisions of the bill,
there are initiatives to revise authorized uses of quality
improvement funds to include outreach to homeless families, migrant
and seasonal farm worker families, and families with children with a
limited English proficiency. Other provisions of the bill aim to help
our communities by directing  the Secretary of health and Human
Services to require Head Start agencies to implement policies and
procedures to ensure that eligible homeless children are identified
and prioritized for enrollment; and allow homeless families to apply
to, enroll in, and attend Head Start programs while required
documents, such as proof of residency, immunization and other medical
records, birth certificates and other documents, are obtained within
a reasonable time frame.

 

This
bill also recognizes that Head Start parents should have a strong
voice in deciding how their children’s Head Start centers are
managed and operated - and that they must also have the information
needed to ensure public funds meant to serve their children are used
properly. The bill ensures that local Head Start boards can be
accountable to parents and taxpayers by improving disclosure and
participation with a parent policy council. It also requires local
head Start boards to employ a well-qualified fiscal staff with a
history of successful program management to protect the interests of
parents. Most importantly, this bill requires Head Start Grant
recipients to demonstrate strong parent involvement and activities to
develop parent skills to support their children’s educational
development.

 

Our
district has a notable Head Start recipient - Delaware County
Intermediate Unit. Its current funding for this year is $6,447,000,
out of Pennsylvania’s total $225 million. Our state’s Head
Start funding is one of the largest in the nation. DCIU serves 950
children in our district.  The success of this program is
demonstrated by the fact that funded enrollment has been steady at
950 children since 2002. Between 2002-2006, DCIU’s funding has
held steady.

 

In
the last six years between 2000 and 2006, overall funding for the
Head Start programs has increased from $5.2 billion to roughly $6.7
billion.
